"He now shows what he can do," he said, and added: "He is a predator."
The Mexico international joined Bayer from Manchester United in the final days of the 2015 summer.
His performance in Germany has not gone unnoticed in the rest of Europe, and he has already been linked with a return to Premier League. But Leverkusen have ruled out selling Hernandez.
The attacker has said that "you can never know what happens."
"Already when he was Manchester United and Real Madrid, I always thought that he has to quality to be a finisher,' the 54-year-old said. "There are several good goal getters who can score great goals, and he belongs to the top category in the world.
"He is a predator in front of the goal."
The Mexico boss praised Hernandez for "now showing what he can do."
"I never doubted him, but you have to achieve in such a strong league. It's fantastic, I hope can continue his run, also for the national team."
Osorio also elaborated on Hernandez's future, saying that the attacker was "experienced enough" to make his own decisions, and in any case had already shown he can do that.
"Leverkusen was a very good decision. He has once again shown that he can make good decision for himself," Osorio said. "I can only wish for him that he is at a club where he plays week in, week out, and scores many goals"
